What the law requires
Associations must keep records and make them available to owners on written request, subject to defined exceptions and a published copying-cost schedule. Chapter 209 also requires board meetings to be open to owners, with notice, and limits what may be decided outside an open meeting.
What it means for boards & managers
Adopt the records production and copying policy before the first request arrives, not after. The open-meeting rule reaches email and telephone decisions, which is where boards most often drift out of compliance.
