§ 55.1-1945
Requires detailed financial records and makes books and records available to unit owners in good standing for a proper purpose, lists the categories that may be withheld and the redaction rule, and caps copying charges to a board-adopted cost schedule.
§ 55.1-1966
Creates the unit owners' association's lien for unpaid assessments, sets its priority and the 90-day perfection deadline by filing a verified memorandum in the circuit court clerk's office, provides for a binding statement of unpaid assessments, and authorizes enforcement by judicial foreclosure or, only if the sums secured exceed $5,000, by nonjudicial foreclosure under the detailed procedure in subsection J.
