Dirty supply and return grilles or ducts can definitely reduce airflow, but uneven changes throughout a unit can also come from clogged filters, blocked or misadjusted dampers, duct leaks, blower settings, dirty coils, or a system that needs balancing.
Before approving duct cleaning or replacement, I would ask a licensed HVAC contractor for a written inspection that includes static-pressure and airflow readings, filter and coil condition, damper positions, and a room-by-room balancing assessment. That helps separate a cleaning issue from a larger distribution or equipment problem.
If there is a suspected mold or indoor-air-quality concern, ask them to document the specific finding and source rather than relying on a general dirty-duct description. Responsibility for the system may also depend on the governing documents and whether the equipment serves one unit or common areas.
