What the law requires

Before most enforcement actions a POA must send written notice giving the owner an opportunity to cure and, in many cases, to request a hearing. The association's fine policy must be adopted and made available, and Chapter 209 constrains how an architectural review authority is composed and how it decides.

Notice, opportunity to cure, hearing on request. Run every fine through that sequence and keep the dated record of each step; an undocumented fine is difficult to defend and easy to reverse.
