Cal. Civ. Code §§ 4525, 5300, 5310 (Davis-Stirling)
What the law requires
An association distributes an annual budget report and an annual policy statement, each 30 to 90 days before the end of its fiscal year. Separately, an owner selling a separate interest must give the buyer a defined set of association documents as soon as practicable before transfer.
What it means for boards & managers
The two annual mailings are distinct documents with the same window, and the seller disclosure packet is assembled from them. An association that keeps the budget report and policy statement current is most of the way to answering escrow demands on time.
